SUNY Pre-Award and Compliance System (PACS) Implementation

The SUNY Pre-Award and Compliance System (PACS) will soon be launched at the University at Albany. Through a combined effort of faculty, staff, and administrators at a variety of SUNY campuses, the Research Foundation for the State University of New York (RF) and the State University of New York (SUNY) have launched a long-term project to automate the management of major aspects of sponsored programs administration and research compliance.

PACS will serve as a one-stop-shop for grant proposal development, submission and award acceptance, as well as for research protocol preparation, submission, review and approval.

There are six modules within PACS: Grants, Conflicts of Interest (COI), Institutional Animal Care and Use Committee (IACUC), Institutional Review Board (IRB), Agreements, and Safety.


PACS will replace the COEUS system now used by researchers seeking external funding and will be phased in over the course of the next two months. Modules focused on research compliance review will be phased in during the late summer and fall.


PACS Pre-Award Modules will:

  • Replace COEUS
  • Reduce effort and processing time
  • Provide a consistent look and feel across all modules
  • Provide enhanced reporting capabilities

PACS Compliance Modules:

  • Provide electronic, paper-less compliance administration
  • Automate submission and processing time
  • Provide increased transparency- researchers can get real-time updates on protocol submission approvals

UA PACS Implementation Plan

Between now and July 1st, 2018, two modules are going live at UAlbany: Grants and COI.

These are the modules that will support the electronic submission, routing and approval of sponsored project proposals and the submission of required investigator COI Disclosures. Training and piloting of the modules has begun with full implementation of the Grants module to be completed by June 30th.

Our PACS implementation team will be provide training and support throughout the implementation process as each module comes online. A variety of training options will be offered to suit most preferences and schedules:

  • Live training workshops
  • On-line videos
  • On-line training documents, manuals and guidance

Please recognize that the implementation of PACS is required for all SUNY Campuses by the RF and SUNY. Additionally, RFSUNY is mandating all campuses to implement the PACS Grants module by July 1st, 2018. While we believe the Grants module will provide the above stated benefits as everyone becomes familiar with the system, we understand there will be a learning curve with many questions. Division for Research staff is prepared to provide training and assistance during and beyond the transition.
