Dr. Alan P. Wagner is Distinguished Service Professor Emeritus, Department of Educational Policy & Leadership, University at Albany.

An economist with broad interests in education policy in the U.S. and abroad, Wagner’s work has explored higher education and workforce development and financing higher education and training.  Professor Wagner previously held a senior position in the Directorate for Education, Employment, Labor and Social Affairs at the Paris-based Organisation for Economic Co-operation and Development and was on the faculty at Purdue University.  While at UAlbany, Wagner also previously served as Senior Fellow, Rockefeller Institute of Government.

He is author or co-author of articles in Economics of Education Review, European Journal of Education, Higher Education: Handbook of Theory and Research, Higher Education Management, International Encyclopedia of Education, Journal of Human Resources, New Directions in Higher Education, and Lavoro e relazioni industriali, entries in a number of edited books, and commissioned reports.

Wagner serves on the board of the National Center for Higher Education Management Systems (chair), having also held board or leadership positions in the Comparative and International Education Society, UNESCO’s European Centre for Higher Education, and the Capital Area School Development Association and its Greater Capital Region Principals’ Center. He received his AB from the University of Michigan and his MA and PhD from the University of Illinois at Urbana-Champaign, all in economics.
