Conflicts of Interest
UAlbany is committed to promoting objectivity in research and maintaining high ethical standards to ensure the design, conduct and reporting of research is not biased by the financial interests or outside obligations to individuals acting on behalf of the University.

Any individual who has responsibility for the design, conduct or reporting of externally sponsored activities (Investigators) must disclose any significant financial interests or significant obligations that are external to the University and Research Foundation for SUNY. This includes both foreign and domestic interests and obligations of the Investigator and their immediate family members.
Investigators may not have any interest or engage in any outside activity that results in unmanaged or unmitigated conflict of interest. An Investigator's responsibilities and obligations to the University must be clearly separate from any personal financial interests or obligations.
Researchers must file their disclosure certification upon initial application for external funding and whenever the researcher’s significant financial interests or outside obligations change materially. Investigators are required to complete the disclosure certification process annually to confirm their current disclosures.
Additional Information about Foreign Talent Recruitment Programs
The CHIPS and Science Act of 2022 requires federal research agencies to issue policies on participation in foreign talent recruitment programs.
- A foreign talent recruitment program is an effort organized, managed or funded by a foreign government, or a foreign government instrumentality or entity, to recruit science and technology professionals or students (regardless of citizenship or national origin, or whether having a full-time or part-time position).
- A malign foreign talent recruitment program is a foreign talent recruitment program run by a Country of Concern, an agent of such country or an entity based in such country.

Each year, all UAlbany investigators and senior/key personnel involved in federally funded research must disclose if they are participating in any foreign talent recruitment program and certify that they are not participating in a malign foreign talent recruitment program. False representations may be subject to prosecution and liability.
UAlbany personnel currently involved in a malign foreign talent recruitment program may not participate in externally funded research.
Individuals who perform work on any project, grant or award but do not have responsibility for the design, conduct or reporting of the activity need to disclose all external foreign interests that could reasonably appear to be related to your institutional responsibilities.
Disclosure Process
Step 1: Complete Required Training
You must complete required training before submitting your annual Disclosure Certification. Please visit the Regulatory & Research Compliance Training webpage for more information.
Step 2: Submit your Disclosure Certification
You will not be able to complete the disclosure process until your training report has automatically transferred from the CITI Program to the UAlbany PACS Portal, which usually takes about 24 hours. (Register for the PACS Portal.)
Once that’s complete, follow these instructions:
- Select the “COI” tab in the UAlbany PACS Portal.
- Click the “Edit My Certification” button.
- Answer all questions, enter any disclosures and continue. You can save and exit the Smart Form at any time.
- When you are done and ready to submit your Annual Certification, check the box to finalize your Certification and then click “Finish.”
If you have no disclosures requiring review, the status will change from “Draft” to “No Review Required.”
If you have disclosures requiring review, the status will change from “Draft” to “Administrative Review.”
For disclosures requiring review, the Conflict of Interest Administrator will contact you with additional instructions and explain the review process in detail.
Disclosures may be forwarded to the University's Conflicts of Interest Committee (COIC) to determine if a management plan for the outside interest or commitment is required. You will have an opportunity to review any required plan.
The COIC may also determine that the outside interest cannot be managed. When the COIC determines that an external interest or commitment cannot be managed, the individual with the conflict must stop any engagement in the outside interest or commitment.
