Use of Animals (IACUC)

The University at Albany and the Research Foundation (RF) for SUNY share the obligation for the ethical conduct of activities involving live vertebrate animals. It is the policy of UAlbany that all animals in its care, or for which it is responsible, are treated in the most humane manner. The Institutional Animal Care and Use Committee (IACUC) is the University's regulatory authority that ensures approved research or teaching involving vertebrate animals is conducted humanely, ethically, and in compliance with regulation.

In order to help achieve this requirement, the PACS office assists researchers with the following responsibilities:

Develop Your IACUC Protocol

A "complete" IACUC protocol includes all of the following:

  • The most current IACUC Protocol Submission Form
  • All applicable IACUC Supplemental Forms
  • CITI training reports for ALL persons engaged in the research
  • Attending Veterinarian Review and sign off on processes and procedures involved in the animal research
  • Original signatures of the Principal Investigator, Department Chair/Dean, Attending Veterinarian (and other key personnel as applicable)
  • Complete grant application (no excerpts), including the cover page(s) (as applicable)
  • A flow chart that describes the study (as applicable)
  • Standard Operating Procedures (SOP) (excluding IACUC-approved LAR SOP)

It is important to note the following:

  • Protocols MUST BE COMPLETE in order to ensure a timely review process.
  • Protocols MUST BE IN LAY-PERSON TERMS - do not use jargon, terms of art, or technical language.
  • Each species used in animal research MUST HAVE ITS OWN PROTOCOL (i.e. if your research is testing multiple species, an IACUC protocol must be submitted for each).

Submit Your IACUC Protocol

The complete protocol must be sent or hand-delivered to:

It is important to note the following:

  • Once a protocol is “complete” it must be submitted to the PACS office for administrative review before the protocol is formally submitted to the Institutional Animal Care and Use Committee (IACUC). The purpose of administrative review is to ensure that no issues exist in the protocol that will prevent or delay IACUC approval.
  • The protocol and all related documents and forms MUST BE SUBMITTED IN HARD-COPY. Email submissions will not be accepted.
  • If a protocol is determined to be incomplete during administrative review, the Principal Investigator must address and revise the deficiencies BEFORE the protocol will be formally submitted to the IACUC for review.
  • The IACUC will determine if a research project will be subject to designated member review (DMR) or if it requires full committee review. The Principal Investigator (PI) will be notified if the protocol requires full committee review. The notification will include the date and time of the meeting so that the PI may attend and address any IACUC questions or concerns.
