Sanctuary Model Outcome Evaluation

In coordination with the New York State Office of Children and Family Services (OCFS), CHSR evaluated the Sanctuary Model, a trauma-sensitive, organizational change initiative that is being implemented in both juvenile justice facilities and voluntary agencies throughout New York State.

Evaluation & Research

The purpose of the evaluation was to examine the implementation process of Sanctuary over time and to determine whether participation in the Sanctuary Model was associated with desired changes in facility climate and staff and youth relations. CHSR administered on-site surveys to staff and youth and convened focus groups. Survey items and focus group questions were designed to assess adherence to the seven Sanctuarycommitments, use of Sanctuary tools, and implementation progress. CHSR analyzed the data and provided individual site reports to each facility and agency and to OCFS; a final report on the findings of the evaluation was also provided.
