About
Adam C. Bouloukos, PhD, is a U.S. national with 30 years of experience in the United Nations, international non-governmental organizations, and academia in public policy formulation, research, fundraising, and institutional capacity building at local, national and global levels. For the last two years he was a visiting assistant professor of Emergency Preparedness and Homeland Security. He joins the School of Criminal Justice as a lecturer, returning to the University at Albany faculty that granted his PhD in 1998.
Throughout his distinguished career he has held numerous leadership positions, including Director of the United Nations Relief and Works Agency (UNRWA)-West Bank, United Nations Development Programme (UNDP) Resident Representative in Saudi Arabia, Country Director of the Norwegian Refugee Council in Uganda, United Nations Deputy Humanitarian Coordinator in Ethiopia and Director of the United Nations International Strategy for Disaster Reduction (UNISDR) during the adoption of the Sendai Framework for Disaster Risk Reduction. He also held various positions with the United Nations Office for Project Services (UNOPS) including representative in Switzerland, Director of Outreach and Partnerships in Denmark, representative in Sudan, Earthquake Response Coordinator in Pakistan, Deputy Rep in Afghanistan. He has also worked for the United Nations Office on Drugs and Crime (UNODC) in both Vienna and Afghanistan.
Bouloukos has a PhD in Criminal Justice and a BA in Sociology. Portfolios under his responsibility ranged in size from $10 million to $300 million. He has substantive expertise in rule of law, counter-narcotics, border control, human trafficking, forced migration, humanitarian delivery, refugee support and fundraising.
