In 2006, the PHLOT program was designed to strengthen the current public health infrastructure and train the next generation of public health leaders in New York State with two primary goals:
- Provide funding for New York State County Health Department and Department of Health employees to complete academic coursework at the University at Albany College of Integrated Health Sciences leading to professional graduate degrees.
- Bolster the public health workforce through promotion and coordination of professional leadership development activities for students preparing for public health careers.
Mission
The PHLOT program’s mission is to support the development of a trained public health workforce and a cadre of public health professionals capable of, and experienced with, working in state and local public health departments in New York State. Continued support from the Governor's Executive Budget, the New York State Senate, the New York State Department of Health and the University at Albany helps ensure that the public health needs of NYS residents are addressed and protected.
Tuition Awards
Eligibility Requirements
All applicants must:
- Be full-time, professional salaried employees at either a NYS local health department (LHD) or the NYS Department of Health;
- Pursue and use tuition assistance through their employer/union, if available;
Enroll in a UAlbany College of Integrated Health Sciences (CIHS) graduate program, with priority reserved for those pursuing a first degree in Public Health (Certificate in Public Health Fundamentals & Principles, Certificate in Public Health Surveillance and Preparedness, Master of Public Health (MPH) or Online MPH in Public Health Practice).
If funding remains after the above applicants have been accommodated, it may be distributed to those pursuing Non-Degree Study, a Doctor of Public Health (DrPH), and a Doctor of Philosophy (PhD).
Application Requirements
Once accepted into a program listed above, you must submit:
- A Tuition Award Request Form for each semester you enroll in courses;
- Documentation of tuition assistance pursued/used through your employer/union;
- Verification of full-time employment status (e.g., copy of ID, letter from employer)
Timely course registration, documentation submission date and priority order are also considered when determining tuition awards.

Public Health Infrastructure Tuition (PHIT) Assistance Program
Public Health Infrastructure Tuition Awards supplement what PHLOT offers and can cover additional tuition credits, student fees and graduate programs above and beyond what PHLOT can support. You must first apply to the PHLOT program and are required to complete a Tuition Award Request Form and provide supporting documentation. Internship Placements
NYS DOH and Local Health Departments: Host Organizations & Internship Mentors
Internship placements provide mutual benefits to students and host organizations, and the PHLOT program recognizes the value of practical, real-world public health experience to our University at Albany College of Integrated Health Sciences graduate programs. In keeping with its mission, PHLOT offers a limited number of College of Integrated Health Sciences Internship Fellowship awards to public health graduate students each semester to complete comprehensive projects at local health departments (LHDs) or the New York State Department of Health (DOH), at no cost to the host organization.
To be eligible for a College of Integrated Health Sciences Internship Fellowship through PHLOT, students must be required to complete an internship for academic credit as part of their program. CIHS Internship Fellowship Awards are applied directly to the student’s account to assist with the cost of tuition, fees and/or travel and living expenses associated with the completion of the internship.

Student Leadership Training and Professional Development
PHLOT supports professional and leadership development for all University at Albany College of Integrated Health Sciences students by coordinating virtual and in-person career related programs, events and activities during the academic year. Speakers and resources include a range of topics including but not limited to: resume development, interviewing and networking skills, public health leadership, social media, professional etiquette in the workplace and access to a CIHS Public Health Career Development Community SharePoint site with job/internship/fellowship postings and various job and internship search resources.
A limited amount of funding is available to support partial travel expenses for College of Integrated Health Sciences graduate students to attend and/or present on research findings at a local, regional or national public health conference or meeting. Priority is given to those who are presenting on internships completed at a local health department or the NYS Department of Health.

MPH Student Elizabeth S. received PHLOT funding to attend a conference
I attended a Global Health Summit hosted by the American Academy of Family Physicians (AAFP). Alongside Kathy Chang, MD and Kristina Gracey, MD, I co-presented in a workshop entitled “Advancing Skills in Program Planning and Evaluation: Using Logic Models to Help Your Program Excel.” The workshop was intended teach faculty, residents and volunteers working with staff in resource-limited settings on program planning and evaluation. Participants also critiqued two existing logic models being used at Engeye Clinic in rural Uganda where I completed my international internship. Learners were able to leave the session with the ability to apply logic models to their own collaborations.
