Funder is looking at "the Griliches Question" and its policy implications, with complexities across data, measurement, operationalization, and identification. But there are reasons to believe that significant progress is possible. Funder challenges scholars to produce the research necessary to build towards consensus on this difficult but vital question.

Process
This is a two-step application process.
The Letter of Intent (LOI/step 1) is managed by the Office of Corporate and Foundation Relations.
