Kirsch is focused on federal and state implementation of health reform. He is senior advisor to Health Care for America Now (HCAN), where he had been national campaign manager, advocating for comprehensive health reform, from 2008 to 2010. As HCAN’s chief spokesman, he frequently appeared in major national news media.
From 1985 to 2008, Kirsch served as executive director of Citizen Action of New York, a grassroots citizens' organization with 20,000 members and seven offices in New York. An author of New York's Managed Care Bill of Rights and several studies on health reform, he is currently writing a book on the passage of federal health reform legislation.
