Student Consumer Information

Federal Student Disclosure Requirements

Regulations promulgated by the United States Department of Education to implement changes made to the Higher Education Act of 1965, as amended (HEA), by the Higher Education Amendments of 1998 (1998 Amendments) require the disclosure of financial assistance and institutional information to students under the student financial assistance programs under Title IV of the Higher Education Act of 1965, as amended (Title IV). These programs include the Federal Pell Grant Program, the campus-based programs (Federal Perkins Loan, Federal Work-Study (FWS), and Federal Supplemental Educational Opportunity Grant (FSEOG) programs), the William D. Ford Federal Direct Loan (Direct Loan) Program, the Federal Family Education Loan (FFEL) Program, and the Leveraging Educational Assistance Partnership (LEAP) Program (formerly called the State Student Incentive Grant (SSIG) Program).

Under the regulations the University annually must distribute to all enrolled students a notice of the availability of financial assistance and institutional information required to be disclosed pursuant to the Higher Education Act amendments and pursuant to the Family Educational Rights and Privacy Act (FERPA) which governs access to student educational records maintained by educational institutions and the release of information from those records.

Student Financial Assistance

Information about student financial assistance at the University at Albany is available through Student Financial Services including:

  • a description of all Federal, State, local, private and institutional student financial assistance programs available
  • how to apply for student financial assistance
  • student eligibility requirements, including standards for satisfactory academic progress
  • the method of award and distribution of student financial assistance
  • the rights and responsibilities of students receiving financial assistance, including the terms of any loans received, the terms and conditions of employment provided as part of a student's financial assistance, and the terms and conditions under which students receiving FFEL and Direct loans may obtain deferrals
  • the cost of attendance at the institution, including tuition and fees, room and board and estimates of the costs of books and supplies and transportation
  • the requirements for refunds of tuition, fees and costs, for the return of federal funds, and for officially withdrawing from the institution
  • notice that study abroad is considered enrollment at the University for purposes of federal student financial assistance

Institutional Information

As set forth in New York State Education Law Article 8, specifically Section 352, SUNY was created as a corporation within the New York State Education Department and within the University of the State of New York which is governed by the Board of Regents. SUNY, through its governing Board of Trustees, is responsible for the planning, supervision and administration of facilities and programs in accordance with the SUNY Plan, a plan that is drafted/revised by the Board of Trustees and then subject to the approval of the Board of Regents as part of the master plan for education in New York State on a four (4) year cycle. (See NYS Education Law Sections 237 and 354.)

The University at Albany is one of the 64 campuses that comprise the State University of New York (SUNY) system, and it is one of the four university centers. (See NYS Education Law Section 352(3).) Individual curriculums (programs) offered by the University for credit towards a degree are subject to the review, approval and registration process of the State Education Department. Filing a Complaint

The first course of action to resolve a complaint includes the parties or administration involved. If an official complaint is required to resolve a complaint the University at Albany provides the General Student Complaint Form. An unresolved complaint may be filed with the Middle States Commission on Higher Education based on the Middle States Commission Complaints Policy. The State University System, Office of University Life provides resources for unresolved student life concerns, and also the NYS Education Department provides guidelines for a Complaint about a University and a complaint form.

Complaint Resolution for online students:

Students enrolled in online courses and programs in the University at Albany while residing outside of New York State may submit a grievance to the New York State Department of Education only after completing the complaint process established by the University at Albany.
