Proposal to host the

2000 International System Dynamics Conference in Bergen, Norway

Introduction

The Department of Information Science, School of Social Sciences, University of Bergen, Norway, hereby has the pleasure of submitting this bid to host the 18th International System Dynamics Conference, August 6-10, 2000.

The theme of the conference will be Sustainability in the Third Millenium

The year 2000 is, in many ways seen as a turning point. Having realized that there are limits to how fast we can develop and, possibly, to how far we may reach, we need to identify policies that determine where we want to go and how to get there most effectively and most efficiently. This applies to our personal lives, to organizations, to societies, to nations, and to the world at large. System Dynamics is a method designed to address these issues - one that cuts across disciplines and addresses the complex and dynamic nature of the challenges involved. We want the 2000 conference to discuss the application of System Dynamics to issues of sustainability in a variety of these domains.

We believe that Bergen is the most suitable location for the 2000 conference for the following reasons:

The fifth international system dynamics conference was held in Geilo, Norway, August 8-15, 1976. In 2000, therefore, we celebrate a 25 years anniversary. That conference was hosted by Dr. Jørgen Randers and Dr. Leif Ervik, who built up research groups in Oslo and Bergen, respectively - each with a strong emphasis on the system dynamics method. The conference resulted in the book edited by Jørgen Randers: "The System Dynamics Method".

After a long down turn in the system dynamics activity in Norway, the University of Bergen took that initiative the early 1990s, to offer an international graduate (M. Phil. & Ph.D.) program in System Dynamics. In 2000, this program, deemed highly successful, celebrates its 5th year in operation. Currently students from 25 nations have graduated or are in the program.

The conference will coincide with the year Bergen is the Cultural Capital of Europe. We therefore expect a number of cultural activities to take place before, during, and after the conference.

Located amidst the beautiful fjords of Western Norway and at the coast, surrounded by 7 mountains, Bergen is considered a pearl for tourists. It's over 900 years history includes being the capital of Norway at the peak of Norwegian supremacy and the center for Hanseatic trade in the late Middle Ages. Bergen is one of the largest cruise line harbors in Northern Europe and hosts well over 20 000 tourists every day in the peak of seasons. The mountain, glacier and fjord landscape of Western Norway is easily accessible from Bergen by car, boat or train. The travel agent, Univers Reiser AS, will assist participants in finding accommodation in Bergen and plan pre- and post-conference excursions. Of the best known attractions are "Norway in a nutshell", a one day boat, bus and train trip to the Sognefjord; similar trips to the Hardangerfjord and to the city of Stavanger; the 7 hour train trip through the high mountains from/to Oslo; and the Hurtigruten cruise liner taking passengers from Bergen along the coast of Norway making brief stops all along the way to the Norwegian - Russian border. August is the time for these trips and for mountain hiking or horse-back riding. Cabins are located all over Western Norway and no reservation is required.

Bergen is also the center for petroleum production operations in the North and the Norwegian Seas. Oil and gas are pumped from the fields to an island outside Bergen, separated and send on to Europe through large pipelines crossing the North Sea. We will organize a visit to this terminal.

Estimated Budget

These figures are largely based on past experience of similar conferences. All figures are in USD at the exchange rate of NOK 7.5 = USD 1. We propose proceedings be posted on the Web and printed on virus-free CD-ROMs. Some items, such as the social program and the banquet could be made largely self-financing. Communication costs could be controlled by extensive use of e-mail and Internet services. We expect 180 regular participants + 30 student participants. Expenditures for spouses are not included in the budget, but they will be charged at cost for the banquet and for the social program.

Conference Site and Accommodations

The conference will be located at the new School of Law building at the University of Bergen. This university is located in the center of Bergen, a 5 - 15 minutes walk from most hotels in Bergen. Hotel prices will typically range from USD 200 to USD 80 (Fantoft student hostel 12 minutes drive from Bergen by bus). The Univers Reiser AS will organize hotel accommodation at reasonable prices. Due to this being the peak tourist season in Bergen, reservations should be made well ahead of the conference opening.

Travel

Bergen is easily accessible by airplane (SAS) via London (120 min.), Copenhagen (90 min.), Denmark, or Oslo (50 min.), by train via Oslo (7 h.), or by ferry via Newcastle (24 h.), GB. SAS participates in the Star Alliance including Air Canada, United Airlines, Lufthansa, Thai Air and Varig.

Tentative Program

Sustainability in the Third Millenium

There will be seven plenary and parallel sessions. Each parallel session will consist of 5 streams. The tentative themes for these streams will be:

  1. Theory, methods and tools

  2. Applications in the private sector

  3. Applications in the public and national sector

  4. Applications in the global sector

  5. Learning and visualization

In the plenary sessions, we will cover these themes as well. The general outline of a day will be:

Proceedings, Final Program and List of Participants

To cut costs to a minimum, all proceedings will be electronic and there will be no page limit. There will be a Web version held jointly by the System Dynamics Society and the University of Bergen, and a CD-ROM version will be produced. Each participant will receive a CD-ROM copy of the proceedings, a printed version of the final program and a list of participants.

Sponsors

It is expected that a number of companies will sponsor the conference either directly or in the form of the rent for exhibition space.
