LuAnn is the lead evaluator on the federally-funded (SAMHSA) evaluation of the Orange County System of Care for children with social, emotional, or behavioral challenges. This is a longitudinal, mixed methods evaluation of system transformation and program effectiveness. She is also involved with the Front End Juvenile Justice Reform Initiative. Previously, she led the evaluation of the Albany County, New York System of Care.

In addition to program evaluation, LuAnn specializes in theory of change and logic models, as well as designing effective ways to communicate evaluation findings to various audiences. Prior to coming to CHSR, LuAnn was president of Focused Research Associates, a consulting firm specializing in focus group research for health and human services. She serves on several national committees related to children’s mental health services.

LuAnn received her Bachelor’s degree in Interdisciplinary Studies from Miami University. She completed her MSW and her Ph.D. in Social Welfare from the University at Albany, SUNY.
