Integrated County Planning Evaluation

CHSR evaluated Integrated County Planning, a demonstration project established in 1998 by the New York State Office of Children and Family Services (OCFS) to coordinate state and local planning of child- and youth-serving agencies across New York State.

At the state level, Integrated County Planning (ICP) was funded and administered by OCFS and involved the partnership of a number of state agencies –Office of Mental Health, Council on Children and Families, Division of Probation and Correctional Alternatives, Department of Health, Education Department, Office on Mental Retardation and Developmental Disabilities (now the Office for People with Developmental Disabilities), and the Office of Alcoholism and Substance Abuse Services.

Evaluation & Research

The evaluation, completed in 2004, was conducted over five years and was comprised of many components including interviews with state leaders and county stakeholders, team surveys, focus groups, and regional forums. CHSR also prepared literature reviews on interagency collaboration, including a summary of successful collaborative planning initiatives in other states. The evaluation was designed to provide feedback to stakeholders to improve program practice and document outcomes that resulted from ICP.
