Low-rise Residential New Construction
New York State Energy Research and Development Authority (NYSERDA) Low-rise Residential New Construction Programs (Programs) incorporate the New York ENERGY STAR® Certified Homes Program as well as NYSERDA’s offer of eligibility for certain gut rehabilitation projects to participate and receive the alternative New York Energy $mart designation. These Programs are designed and intended to encourage the construction of single-family homes and low-rise residential dwelling units which operate more energy efficiently, are more durable, more comfortable, and provide a healthier environment for their occupants than would otherwise be achieved. For Builders technical assistance and targeted financial incentives are offered to encourage adaptation of energy-efficient building design features; and select and install more energy-efficient equipment. The builder is eligible for a direct cash incentive of $1,250 to $1,500. The actual level of the incentive depends on where it is located with an additional $250 incentive available for homes within the "downstate" region of the state.

First established in 2007, these programs were expanded and enhanced in 2009 and 2010. As a result of continued League advocacy, Governor Andrew Cuomo recently extended program availability through 2019 and also made the NYS rehabilitation tax credit program for income-producing properties refundable, which the League expects to further accelerate rehabilitation investments in New York State.
