New York State Department of Homeland Security and Emergency Services (DHSES)

Adaptability is one of NCSP's core capabilities. In the past, this has taken the form of updates to courses along with new training to address emerging needs. For most of the last decade, the DHSES has leveraged the organization’s expertise to implement a variety of programs, most notably, the growth of the State Preparedness Training Center (SPTC). The DHSES and NCSP work together via an interagency Memorandum of Understanding (MOU), which provides funding for our programs and operations.

New York State Preparedness Training Center

The New York State Preparedness Training Center (SPTC) is a multidisciplinary facility operated by the DHSES. It is located in Central New York at the former Oneida County Airport, 2 ½ miles from exit 32 of the NYS Thruway and several minutes from Griffiss International Airport. The facility occupies approximately 723 acres of the former airport, and provides state, local, and federal agencies with a complex of training venues that are used for a broad spectrum of first responder training. The mission of the SPTC is to provide first responders and government officials with the knowledge, skills and abilities to safely and effectively prevent, prepare for, respond to and recover from terrorist acts and other man-made or natural disasters.
