IECC is a free service to help teachers link with partners in other cultures and countries for email classroom pen-pal and other project exchanges.

The Student Letter Exchange is one of the oldest and largest pen pal matching organizations in the world. Any student (ages 8-19) can be registered for FREE on their database if they are willing to correspond in English.

SL-Lists: International EFL/ESL Email Student Discussion Lists

Not precisely pen-pals per se, but it can get students involved in English discussion over the net. This website provides the mailing lists for students to share special interests and cross-cultural issues. Teachers have to register for students, and the teachers will be placed in a different list for mentoring and helping their students.
