Indian Private Universities (Establishment and Regulation) Bill

The Department of Education, Government of India, proposed the Private Universities (Establishment and Regulation) Bill, 1995. The bill deals with establishment and incorporation of self financing universities, regulation of their functioning, and matters connected therewith or incidental thereto.
See http://www.education.nic.in/htmlweb/pvt_uni_bill.htm for the full text.

PROPHE hopes to post a Summary of the bill soon. The bill could not be passed, however. PROPHE will cover the reasons in an upcoming working paper by PROPHE Affiliate Asha Gupta. The legal status of Indian private higher education is presently the subject of heated debate and Supreme Court decisions.
