Biography

Dr. Fatma MIZIKACI received her PhD degree from the Middle East Technical University (Ankara, Turkey) on program development and evaluation in 2001. Her dissertation was on the program evaluation of a private university in terms of total quality management principles. Her dissertation was the first in a private university in Turkey in relation with total quality management and program evaluation. In 2004 she was a visiting scholar to UNESCO-CEPES where she worked on the project entitled Private Higher Education in Europe. She conducted the case study Private Higher Education in Turkey, and her country report was published in the Rising Role and Relevance of Private Higher Education in Europe-UNESCO-CEPES publication. She presented a paper on “Private Higher Education in Turkey” in the International Conference on Private Higher Education in Europe and Quality Assurance and Accreditation from the Perspective of the Bologna Process Objectives in Warsaw in 2005. She is also the author of the UNESCO-CEPES publication Higher Education in Turkey. Her recent work covers private university’s role and function in the knowledge-based society in relation with Bologna Process and Lisbon Strategy in European countries. She provides data to PROPHE country data source on Turkish private higher education. Presently she is a lecturer at the Middle East Technical University Northern Cyprus Campus where she teaches educational psychology and educational sciences courses.
