The Best Regents Performance Districts in New York State

The 649 k-12 districts in New York State have been recalculated according to their "points" accumulation. The added information is derived from the 1994-l995 Regents performance data presented in the recently released New York:State of Learning document.Those interested in reviewing the performance of their district electronically [ http://www.nysed.gov/chap655/distlist.html ] can access New York State Education Department directly.


In terms of leadership for Regents focused reform of secondary programs, it is most encouraging to see the original 67 "bulls-eye" districts (low points score of 10.5) have expanded to 86 ( new low points score of12.5) or 13 percent of all k-12 jurisdictions state wide.


Based upon the decision threshold rules used in the Networking High Performance in New York's Secondary Education text, any k-12 district could gain up to 10.0 more full points. The additions would be added to their existing totals. Full points were given for districts that:

  • graduate 60 percent or more seniors with Regents diplomas and have an estimated 85 percent or more college bound intentions

  • had 80 percent take the year end test and, of that number, 80 percent pass in Regents Global Studies, History/Government, Intermediate Mathematics, Biology.

  • had 67 percent take the year end test and, of that number, 80 percent pass in Regents Advanced Mathemetics and Chemistry.

  • had 40 percent take the year end test and, of that number, 80 percent pass in Regents Spanish, French and Physics. One half points were also awarded for districts that came close to the required threshold tamdem of year end test taking and passing but in a different proportion. For example, a district who reported 78 percent students taking the year end test in Global Studies and 95 percent passing would receive on half point.


  • The best l994-l995 year performance were turned in by Garden City, Half Hollow Hills and Manhasset districts (9.0 out of 10.0). Garden City retained its top ranking in New York State from the initial points rating in the Networking text. With the l994-l995 addition of information Jericho, Syosset,Rockville Centre, Half Hollow Hills, Fayetteville-Manlius, Roslyn, Cold Spring Harbor, Briarcliff Manor,East Williston, Pittsford and Westhill districts now compose the state's "top ten rank" order.


    Using the lowest score of the initial 67 "target" districts as baseline, a new target identity of 12.5 or better points accumulation was created with the l994-l995 addition. Districts that reached the new target threshold for the first time included Oyster Bay,Seaford, Pearl River,Yorktown,Carle Place, Dobbs Ferry, Nanuet, Blind Brook, Burnt Hills, Harborfields,North Shore, Honeoye Falls,Geneseo, Sachem, Lynbrook, Mattituck, East Aurora, Tully and Lowville jurisdictions.


    An important new statistic, the rate of climb, was derived from adding the l994-l995 information to the initial Networking points score. The rate of climb is the one year gain expressed as a proportion ratio of the existing total. In terms of renewed commitment to a Regents driven secondary improvement, it is most encouraging to see top rated districts that climbed at a 1.50 or better ratio in l994-l995. Target districts exceeding 1.6 include Lowville,Seaford, Hasting-on-Hudson, Harborfields, Tully, Oyster Bay, Pearl River, Yorktown, Highland Falls, Vestal and Fairport.


    Another important statistic noted are the number of Regents subject variances a district had in operation during the year. Because performance was not identified for each subject under variance points were not calculated. A district with several variances (e.g., Westhill, Great Neck,Clinton, Elwood, Commack, Spackenkill, Pearl River, Smithtown ) must remain a question in terms of calculating overall performance and in relative comparison with other top districts.


    Because there is great possibility of confusing the simple ordering of two or more districts with the same scores, a ranking of districts is given. Note that the eighty six target districts of New York State create thirty eight ranks

    It is important to remember that 87 percent of the 649 New York State k-12 districts ( 563 jurisdictions) scored below the jurisdictions listed above. These data now represent the accumulation of Regents Diploma scoring for the eight years since l987-l988 coupled to the accumulation of scoring in nine Regents subjects for four years since l991-l992 academic year.
