Dissertation Title - Socio-technical Processes in Interorganizational Collaboration: The WTC Case

Dissertation Summary - This research explores the socio-technical processes in interorganizational collaboration by extending and elaborating a generic dynamic theory. The existing generic dynamic theory offers dynamic hypotheses about causal relationships between social processes and social accumulations from a study of interagency information integration initiative. In order to extend and elaborate this existing theory, a dataset from another interagency collaboration will be used. The World Trade Center response and recovery process had an enormous amount of interagency collaboration in response to a very tragic event. Researchers at Center for Technology in Government interviewed 29 responders who held positions at critical decision-making points in the response and recovery process. This interview dataset covers rich stories of interagency collaboration in the context of information, technology and coordination. This dissertation research will analyze the interview dataset based in part on the dynamics described in the existing generic dynamic theory. The final product will be a substantive theory of the World Trade Center case in terms of the social processes, social accumulations and their interactions in the information use and information technology development. Narrative discussions based on the case evidence will be used to develop a new causal loop map.
