I am an information science PhD candidate at the State University of New York at Albany. My doctorate studies are organized around the information & technology management program (nationally ranked second in public affairs by U.S. News & World Report for the 2009 edition), a unique collaboration of the Rockefeller College, the College of Computing and Information, and the Center for Technology in Government.

As a research assistant at the Center for Technology in Government, I actively participate in the design and development of research projects related to the role of information and communication technologies in organizations, which involves preparing and writing academic articles, research reports, and practitioner-oriented publications and presentations. Based on my current research projects and published findings, I have a detailed research plan for coming years in socio-technical processes in information technology development, mobile technologies, project management, and organization culture.

The System Dynamics methodology plays an important role in my research and it is a pleasure to work with great system dynamics scholars at the Rockefeller College of Public Affairs & Policy and to be part of the system dynamics community.

Teaching is a tremendous enjoyment and one of the main reasons for me to pursue a PhD degree. It is not only an opportunity to share my knowledge, but also to inspire people for a better future. As an adjunct professor, I thought at the Department of Informatics and have been teaching “ITM510-Advanced Excel with VBA” at the School of Business.

Actively pursuing grant opportunities at national and international levels is another priority in addition to my teaching and research. Having international relationships enabled me to connect a grant to the CTG from the Turkish Ministry of Finance for a Performance Based Budgeting Workshop in U.S. Nine organizations (including Turkish and U.S. Federal Agencies, New York State Agencies, and IBM) participated in the workshop. It was a highly satisfactory experience that contributed the ambitious goals of the Turkish Ministry of Finance to have a modern budgeting system and facilitated the collaborations between corresponded agencies in Turkey and United States.

Before joining the PhD program, I worked as the information technology manager for Turkish National Police, Criminal Police Laboratories (KPL) for seven years. I developed KPL's information technology infrastructure from scratch with a great team. As the project manager of an IT enabled organizational change project, I managed this talented team to develop one of the state of the art laboratory information management systems in the world (named LIAS). This whole experience gave me opportunity to better understand the relationships between organizations and technology.
