Research

My research focuses on policy innovation in housing and community development at state and local levels, and the efficacy of advocacy in the face of expansive and opaque policy structures and agents. As the primary sites of policy innovation and implementation during today’s post-federal era, state capitals and city halls have become critical sites of policy and planning contests. I examine housing and community development policies and practices at these levels, asking such questions as:

  • How are they born, and why do they fail or succeed?
  • Who shapes their adoption, evolution, and implementation over time?
  • How are they implemented, by whom, and to what ultimate effects on households, communities, and regions?
  • This research is relevant to those engaged in developing and implementing policies and programs that ensure the affordability, equity, and livability of urban neighborhoods.

    Through my research, I have explored:

  • Barriers facing community-based organizations trying to house returning ex-offenders
  • How community organizing can shape public education reform
  • Roles of state housing finance agencies in housing policy innovation
  • Factors influencing state policy adoption of housing trust funds
  • Evolution and influence of statewide policy networks of community development corporations
  • New frameworks for assessing the outcomes of affordable rental housing at the household, project, and community scales
