Public Health Management Leaders of Tomorrow
The Public Health Management Leaders of Tomorrow Program
is a New York State (NYS) Senate-sponsored initiative
that provides:
- Tuition Assistance
to NY state and county health
department staff; and,
- Internship Awards to enrolled MPH and DrPH students
for internships in county health departments in NYS
or at the NYS Department of Health (NYSDOH).
The program was founded in 2006 in response to impending
public health workforce shortages, due to retirement
and attrition, and to strengthen the public health infrastructure
in NYS. The program provides (a) opportunities for state
and county health department personnel to enhance their
skills in public health and (b) practical hands-on learning
experience for MPH and DrPH students in health departments
across the state.
Tuition Assistance
Summary
The NYS Senate added funds to the NYSDOH budget to
support public health graduate education for state and
county health department employees at the University
at Albany School of Public Health.
The funds can be used to:
(1) cover cost of tuition and fees for health department
staff who pursue part-time study, either in: non-degree
study, in one of the School's two Certificate
programs or in an MPH or DrPH degree program;
(2) provide tuition support and a stipend up to $25,000
for one year of study for health department staff who
take a leave from their job to pursue an MPH or DrPH
degree full-time (limit of two students per year); or,
(3) cover tuition for health department staff to participate
in the Northeast
Regional Public health Leadership Institute (NEPHLI)
Because the SPH offers many courses online, staff from
across the state can take advantage of these opportunities.
Traditional classroom courses are offered on the SPH
campus, scheduled either one or two days per week. Several
courses are scheduled for the evening to accommodate
students with full-time work schedules. Courses are
rigorous and online courses fill up quickly. Interested
employees should enroll well in advance of the start

Eligibility
Full-time employees at a NYS county health department
or the NYSDOH with a commitment to pursue graduate-level
public health courses and an interest in assuming a
leadership role in public health are eligible to apply.
Qualified applicants will be accepted on a first-come,
first-serve basis. Funding will be based on availability.
To be eligible for continued funding, the Leader of
Tomorrow must maintain a minimum GPA of 3.0.
Covered fees
The program covers in-state tuition and University
fees, excluding application fee, student-incurred late
fees, and TIPP fees. A 3-credit graduate course is approximately
$1,000 (including tuition and fees).
Application Procedure
Interested applicants MUST submit:
(1) A University at Albany graduate application specific
to the degree of interest (completed online or downloaded
from the University Graduate Admissions website: http://www.albany.edu/graduate/).

application. (click on link for the application)
The original full application packet MUST be sent directly
to the Office of Graduate Admissions. In addition, a
copy of the complete application MUST be submitted to
the School of Public Health at the address below in
order to be considered for funding under this program:

The Completed PHmLOT Supplemental Application (including
the Personal Statement, Letter of Support from Current
Supervisor, and Resume or CV
Note: If you are currently enrolled in courses at
the University at Albany School of Public Health, work
full-time at the NYSDOH or a county health department,
and wish to participate in this program, please submit
the supplemental application only.
Internship Awards
Summary
The Public Health Management Leaders of Tomorrow program includes funding to provide stipends
to current MPH, MS and DrPH students looking to gain public health experience in a local county health
department or the New York State Department of Health. Students are expected to be in good academic standing,
demonstrate potential for leadership and to be dedicated to public health government service.
Stipend
The program will provide a stipend of support to UAlbany students registered for course credits involving internships with local health departments or the New York State Health Department.
Eligibility
All MPH, MS and DrPH UAlbany students with U.S. citizenship or permanent residence are eligible to apply.
The award can be earned each semester, provided the
student maintains a minimum GPA of 3.0 and satisfactorily
completes all internship requirements.
Application Procedure
Students must submit a resume and a one to two page letter of application demonstrating leadership qualities,
professional and academic achievements, and future commitment to serving in local and state health departments.
