University at Albany's Dean Nasca Appointed to New York State Medicaid System Reform Initiative Oversight Panel

University at Albany School of Public Health Dean Philip Nasca has been appointed to the New York State Department of Health's Delivery System Reform Incentive Payment (DSRIP) Project Approval and Oversight Panel. The panel is comprised of leaders, experts, advisors, and public stakeholders and significant health care transformation experience. New York State is undertaking a $6.4 Billion dollar Medicaid system reform initiative through the DSRIP program with the aim of transforming the Medicaid delivery system over the next five years by incentivizing providers to enter into community collaborations to collectively improve clinical outcomes, reducing avoidable readmissions by 25% and shifting to value-based performance.

Integral to the success of the program is having an expert oversight panel to review the initial applications and to provide guidance over the next few years in monitoring its progress. Performing Provider Systems from across the state participating in DSRIP have submitted Project Plan Applications to the NYS Office of Health Insurance Programs and an independent assessor. The independent assessor will use a review tool to score each Project Plan Application and after scoring, the state and independent assessor will convene the Panel. The Panel members will serve a role in the approval process of the DSRIP Project Plan Applications. The independent assessor's scoring and summaries will be sent to the Panel members in early February for review and assessment. The Panel will have the opportunity to accept, reject, or modify the independent assessor's recommendation.
