Academic specialization is in the study of policy implementation. He is currently working on a study with Thomas Church comparing the effectiveness of the Superfund program's liability-based approach to clean-up with more cooperative approaches found in Europe.  He is also involved in an implementation study of a program to help the homeless become more self-sufficient. Publications include co-authorship of Cleaning Up the Mess: Strategies for Implementing Superfund (1993), and The Politics of Policy Implementation (1980). Additionally, numerous articles have appeared in the Journal of Policy Analysis and Management, the American Journal of Political Science, Legislative Studies Quarterly, and the Journal of Health Politics, and Policy and Law.
