and court reform. In addition

book chapters, Church is
co-author of Taming Regulation:
Superfund and the Challenge
of Regulatory Reform (2003), Cleaning
up the Mess: Implementation
Strategies in Superfund (1993)
and Speedy Disposition:
Monetary Incentives and Policy
Reform in Criminal Courts (1992).
In 1990 he was named a Fulbright
Senior Scholar at the Faculty
of Law at the University
of Melbourne, Australia.
