Erika Martin’s research focuses on how society allocates scarce resources to public programs, how health policies diffuse across jurisdictions, and the politics of HIV and substance abuse policy. Her past research has evaluated the fairness and flexibility of federal allocation formulas for HIV care programs. She has also published several articles related to harm reduction for inveterate tobacco and illicit drug users. Currently, she is analyzing the impact of recent changes in national guidelines for HIV screening and the structural, contextual, and political factors that influence the diffusion of vaccination policies across states. She received her Ph.D. in Health Policy and Administration from Yale University, and her M.P.H. in epidemiology from the University of Michigan.
