David S. Liebschutz is a Public Service Professor and the Assistant Dean for Career and Alumni Programs at Rockefeller College.
He teaches the core MPA class in financial management and the MPP course in law and policy. Prior to joining the College full-time in 2004, he was the Executive Director of the University at Albany Hillel. Before coming to Hillel, Mr. Liebschutz served as an Ian Axford Fellow in 1999, studying “Taxes and Poverty in New Zealand” at the New Zealand Treasury Department in Wellington, New Zealand. From 1995 to 1999, he was Associate Director of the Center for the Study of the States at the Rockefeller Institute of Government in Albany, NY, where he co-authored State Tax Relief for the Poor with the late Steven Gold and wrote many articles on state and local government finances.
In 2005 & 2006, he was recognized for his teaching with the Arnold Steigman Award from the State Academy for Public Administration and a President’s Excellence Award from the University at Albany.
Mr. Liebschutz also spent several years in government service with the NYS Division of the Budget and the NYS Environmental Facilities Corporation and at the U.S. Treasury and Justice Departments.
He holds a J.D. and MPP from Duke University and a B.A. (Economics) from Yale University.
Mr. Liebschutz lives in Delmar, NY with his wife Libby, the cheif administrative law judge with the New York State Department of Public Service, and their two daughters, Jennifer (19) and Rebecca (14).
