RockefellerCollege Advisory Board Welcomes Two New Members
Rockefeller College is please to welcome John F. Cape and Martha M. Gagné (MPA, 1991) as members of its Advisory Board. Board Members assist the College in generating the resources and support needed to pursue its instructional, research, and public service activities. The Board is comprised of distinguished Rockefeller College alumni and friends who have demonstrated a commitment to the College and the University. Board members serve both as role models and mentors to our students, faculty, staff and alumni.
John F. Cape is a national expert on state budgets and public policy, with over 30 years experience in the public sector. He is currently the Director of State Strategic Consulting at PFM, based in Albany. Prior to joining PFM, Mr. Cape served as the Director of the Budget for New York State. As Director, he was New York’s chief financial officer and the principal fiscal advisor to the Governor, heading the Division of the Budget. Additionally, Mr. Cape serves as a Senior Fellow of the Rockefeller Institute of Government, is a Fellow of the State Academy of Public Administrators, and has served on the Executive Board of the National Association of State Budget Officers. He also serves on the New York City Independent Budget Office Advisory Board. He is the 2006 recipient of the Center for Technology in Government’s Rudolph W. Giuliani Leadership Award, and recipient of the American Society for Public Administration’s Charles Evans Hughes Award. Mr. Cape received his B.A. from the State University of New York Empire State College and pursued graduate study at the Rockefeller College of Public Affairs and Policy.
Martha M. Gagné (MPA, 1991) began her government career in 1990 in the New York State Governor’s Budget Office. Her portfolio included the higher education budget for New York, including all the SUNY/CUNY schools. She then joined the Office of Management and Budget (OMB) in 1992 to oversee the President’s Federal Drug Control Budget, which included the Office of National Drug Control Policy (ONDCP) accounts. In 1996 Martha was named President of the American Council for Drug Education. Martha joined ONDCP in December 2001 as the Director of Corporate Outreach for the National Youth Anti Drug Media Campaign. In 2006, she entered the Senior Executive Service as Assistant Deputy Director of Demand Reduction at ONDCP, and has been the Acting Deputy Director of Demand Reduction since September of 2008.
