Biographies


Joseph F. Zimmerman, Ph.D.

Joseph F. Zimmerman is a professor of political science in Rockefeller College of the University at Albany and the author of numerous books including Interstate Economic Relations published by the State University of New York Press in 2004. He has published extensively in the areas of national-state relations, congressional preemption of state and local government regulatory powers, interstate relations, state—local relations, impact of election systems on minorities and women, direct democracy, and the recall. He has served as a consultant to national, state, and local governments, and private organizations.


Rockefeller College Lifetime Achievement Award

Professor Zimmerman is the recipient of the Distinguished Citizen Award of the National Municipal League, the Donald C. Stone Award as the Outstanding Academician presented by the Section on Intergovernmental Administration and Management of the American Society for Public Administration, and the Distinguished Federalism Scholar Award presented by the Section on Federalism and Intergovernmental Relations of The American Political Science Association.

 
Patricia E. Salkin, BA’85

Patricia Salkin is the Associate Dean and Director of the Government Law Center of Albany Law School. She teaches courses in land use law,housing law and policy, government ethics, New York State Administrative Law and Current Legal Issues in Government. The Government Law Center is a nationally respected academic think tank that focuses on legal aspects of public policy reform, providing neutral, non-partisan information to lawmakers, policymakers and advocates on a range of critical issues facing state and local governments.


Distinguished Alumna Award in Political Science

Patricia Salkin is an officer of the Municipal Law Section of the New York State Bar Association, and a founding member and Vice Chair of the State Bar's newly formed Standing Committee on Attorneys in Public Service. She is active in the American Bar Association, serving, among other things,as immediate Past-Chair of the State and Local Government Law Section. Salkin is also a member of the Board of the Directors of the New York Planning Federation and she Chairs the Amicus Curiae Committee for the American Planning Association, the Committee responsible for submitting "friend of the court" briefs in signfiicant land use cases being decided by the U.S. Supreme Court and other federal appeals courts as well as state high courts.

She is nationally known for her work in land use law and government ethics. She is the author of dozens of articles, and chapters of books, on land use law, including a new textbook on land use. She established the Ann Gustin IFW Scholarship for Women in Law & Government at the University at Albany in honor of her grandmother. Among her professional awards and recognitions, Ms. Salkin received the 2000 Bernard E. Harvith Award for Environmental Law; the 1999 Larry Klepper Community Builder Award from the Council of Community Services of New York State; the 1998 Jefferson B. Fordham Award from the American Bar Association for an attorney in state and local government whose career is on the rise, and the 1997 Hugh R. Pomeroy Award from the New York Planning Federation for achievement in zoning law. She is the University at Albany Alumni Association's 2004 Excellence in Alumni Service Award recipient.

 

Robin Prunty, MPA’87

Robin has been a Director at Standard & Poor's Local Government Division for the past 17 years. She is a lead spokesperson for the company on all issues relating to state credit ratings. She is a member of the New York State and New York City credit committee. With her expertise, Robin is often demanded as a national speaker, having addressed the National Association of State Treasurers, the National Conference of State Legislatures, the National Association of State Auditors, Comptrollers and Treasurers, and Governing Magazine – Outlook on States.

She has also spoken to the Government Finance Officers' Associations of New York, Connecticut, and Maryland.Robin's publications cover a wide range, such as the bi-annual State Report Card outlining current financial, debt and economic trends for U.S. States, a sector review of 'AAA' rated states, the Top Ten Ways to Improve or Maintain Your Credit Rating, and pieces on the Anatomy of a Fiscal Crisis and Florida's Restructured "Residual Market" for Property Insurance.

Robin is active in professional organizations, including the National Federation of Municipal Analysts, the Municipal Forum of New York, the Municipal Analysts Group of New York, and the New York State Government Finance Officer's Association.

 

Robert D. McEvoy, MPA

Bob McEvoy has instructed, advised, and helped place Rockefeller College students in local government career positions since 1980. He is a Credentialed Manager (ICMA-CM) and served as a village, city and county manager including 22 years as Schenectady County Manager. He has been a Vice President of the nearly 8000 member International City/County Management Association and was awarded ICMA's Distinguished Service Award on October 20th, 2004. He is a member of ICMA's Government Affairs and Policy Committee and the Credentialing Advisory Board and is the Executive Director of the New York State City/County Management Association.


Rockefeller College Distinguished Service Award

Professor McEvoy is the Managing Editor of the nationally published Journal of County Administration and the New York State Local Government Administration Review. He is a member of the International Advisory Board of the Transylvanian Review of Administrative Sciences, a publication of the Babes-Bolyai University where he is also a Distinguished Professor. Professor McEvoy is an officer of the National Association of County Administrators, a member of the Government Accounting Standards Board SEA (performance reporting) Task Force, the Albany Law School Government Law Center Advisory Board and is a Fellow of the State Academy of Public Administration.

 

Michael Leo Owens, Ph.D.’01

Michael Leo Owens has been an assistant professor in the Department of Political Science at Emory University in Atlanta since 2003. He was previously a visiting assistant professor at Emory. His course and research areas include religion and public policy; urban politics and policy; and community building and social change. He is a Senior Faculty Fellow in the Emory University Office of University-Community Partnerships and a member of the faculty advisor committee of the Kenneth Cole Fellowship in Community Building and Social Change.


RockefellerCollege Young Alumni Award

This year he was named as a Norton Long Young Scholar by the Urban Politics Section of the American Political Science Association and he received a Professional Development Grant from the President's Commission on the Status of Minorities at Emory. He has published multiple articles and book chapters, and his peer reviewed articles have been published in scholarly journals, including the New England Journal of Public Policy; Western Journal of Black Studies, Social Science Quarterly, and the Journal of Urban Affairs. Dr. Owens is under contract with the University of Chicago Press for the book Pulpits & Policy: Changing African American Church Politics. Michel is a volunteer in his community with the Adopt-A-Grandparent Program in Atlanta, which allows volunteers to "adopt" a senior citizen as a family member and friend, offering comfort, compassion, and consistency in the lives of elderly persons living alone.

 

Sue R. Faerman, Ph.D.’87

Sue Faerman has been a faculty member with the Rockefeller College since 1987. She is also the Dean of Undergraduate Studies and the Director of the Center for Excellence in Teaching and Learning at the University at Albany. She has a national recognition as a scholar of public management education and leadership development, and has co-authored three books, including "Supervising NYS: A Framework for Excellence" and "Becoming a Master Manager." At the University at Albany, she has served as a member of numerous committees at the departmental, college, and university levels and held important leadership positions on the University Senate, the Educational Policy Council and the Women's Concerns Committee.

of Excellence

She has also made special contributions to Project Renaissance and the interdisciplinary Ph.D. program in Organizational Studies. She has played an active role in Rockefeller College's Intergovernmental Solutions Program. Some of her exceptional service has been recognized with a certificate of merit from Disabled Student Services, and with the Bread & Roses Award for her work on behalf of gender equity and improving the quality of women's lives on campus. She is the 2000 recipient of the President's and Chancellor's Award for Excellence in Teaching, as well as the 2003 NASPAA Leslie A. Whittington Award for Excellence in Teaching
