Ruth S. Walters has more than 20 years experience in government service. Prior to starting her own consulting firm, Ruth served as an assistant comptroller in the Office of the State Comptroller where she managed more than 250 employees in payment, contract and accounting operations for the entire state. Ms. Walters also served as a top-level aide to two assembly speakers, eventually rising to the position of secretary to the speaker’s program and counsel staff. Ruth was a top-level appointee in Governor Mario M. Cuomo’s administration and is former director of the Office of Business Permits and Regulatory Assistance, now known as the Governor’s Office of Regulatory Reform.

Ruth also has extensive private sector experience. She held the position of project director at Lockheed Martin IMS where she managed the first of its kind seven-state contract for the delivery of food stamp and welfare benefits throughout all New York and New England. In 2004, she launched The Walters Consulting Group, a procurement consulting firm that helps businesses and nonprofits introduce and expand their services into the government marketplace. The firm also assists governments in reviewing and strengthening their own procurement practices to reduce processing times and administrative costs. In November 2008, The Walters Group was acquired by NSI, a national consulting firm, and Ruth became NSI’s New York State managing director. NSI is a results-driven government consulting and procurement firm that has produced over $6 billion in revenue for its clients.

Ruth Walters is a frequent lecturer on procurement and contracting issues and is an adjunct faculty member of Rockefeller College of Public Affairs & Policy, University at Albany, State University of New York. She earned her BA from Brown University and MBA from Union College.
