The Intergovernmental Studies Program (IGSP) works to improve intergovernmental performance and collaborative outcomes for state and local governments. IGSP helps build an understanding of effective intergovernmental practices through case research and partnership projects with state and local governments. IGSP recently completed a study of a large-scale business and staffing transition for the Office of the State Comptroller (OSC). Previously, OSC contracted with IGSP to help the agency build a statewide policy conversation on neglected local government issues. IGSP worked with the NYS Office of Real Property Services to study intergovernmental cooperation on real property assessment, and worked with the agency's executive team to create strategic objectives for intergovernmental development. IGSP completed a series of local government studies and has partnered with dozens of municipalities on service restructuring efforts. The IGSP team compiled statewide data and reported on trends in intermunicipal cooperation and consolidation activity since 2000.
