

An officer with New York's State Police from 1962, he credits his 1971 M.A. in criminal justice with his rise to New York City police superintendent in 1986. In 1994, President Clinton named him director of the international "War on Drugs." In 2000, the British government made him oversight commissioner of the Independent Commission on Policing for Northern Ireland.
