Ralph Warner Harbison II, 59, of Slingerlands and Willsboro, N.Y., dean of the School of Education and Service Professor, Department of Educational Administration and Policy Studies at the State University of New York at Albany and a former World Bank sector manager, died suddenly of a heart attack while cross-country skiing in the Adirondack Park High Peaks on Saturday, Feb. 16.
