Biography:
David S. Liebschutz is a public service professor and the assistant dean for Career and Alumni Programs at Rockefeller College.
His academic interests are in budget policy and capital finance issues. From 2000 to 2004, he was the executive director of the University at Albany Hillel. Before coming to Hillel, Liebschutz served as an Ian Axford Fellow in 1999, studying "Taxes and Poverty in New Zealand" at the New Zealand Treasury Department in Wellington, New Zealand. From 1995 to 1999, he was associate director of the Center for the Study of the States at the Rockefeller Institute of Government in Albany, NY, where co-authored State Tax Relief for the Poor (Nelson A. Rockefeller Institute, 1996) with the late Steven D. Gold and wrote many articles on state and local government finances.

Liebschutz also spent several years in government service with the NYS Division of the Budget and the Environmental Facilities Corporation and at the U.S. Treasury and Justice Departments. He holds a Juris Doctor degree and master's in policy studies from Duke University and a bachelor's in economics from Yale University.
