David Gottesman is the Budget Analyst for the National Center for Security & Preparedness. He currently splits his time between the NCSP and the New York State Division of Homeland Security and Emergency Service's Budget Finance Office (NYSDHSES). In this capacity, David undertakes many projects for the NCSP and NYSDHSES including the State Preparedness Training Center's budget, analysis of the NYSDHSES personnel service expenses, the transition from the legacy Central Accounting System to the new State Financial System and preparation of FEMA filings following Hurricane Irene and Tropical Storm Lee. David has been with the NCSP since February, 2011.
Prior to being promoted to Budget Analyst, David worked as a graduate student at the NCSP. In this capacity he was the lead investigator on the critical infrastructure protection project on Energy Generation and Transmission in the Great Lakes Region. David was responsible for researching and analyzing the vulnerabilities, criticalities and resilience of the Great Lakes power grid for this project. He also assists with running the Advanced Active Shooter Scenario.
David has previously worked as an intern for Congressman Eliot L. Engel, in which he assisted constituents with issues pertaining to immigration, the New York City Housing Authority and Social Security. He also has two years of experience working in the nonprofit sector, running day to day operations as well as involvement in planning and implementing special events. He has also apprenticed for a private investment firm, giving him insight into the private sector.
David graduated from University at Albany's Rockefeller College of Public Affairs and Policy, with a Master of Public Administration, with a concentration in public finance in 2012. He graduated with distinction with a Bachelor of Arts degree from Pace University in 2009 in Political Science. His graduate course work has covered a breadth of topics including intelligence analysis, organizational management and public finance.
