The National Center for Security & Preparedness (NCSP) was established in July 2007. It is affiliated with the Rockefeller College of Public Affairs and Policy at the University at Albany, State University of New York. Its offices are located in Albany, NY, but its operations extend across the State of New York and the nation.
Through collaboration, creativity, and a commitment to excellence, the NSCP supports the nation's efforts to be secure from acts of terrorism and to be prepared to respond to incidents of high consequence and disasters through research, education, training, and technical assistance. NCSP has become a global leader and innovator in security and preparedness. The National Center for Security & Preparedness integrates research, education, training, and technical assistance.
The NCSP is well-known for being a strong collaborator and partner in projects involving training, education, technical assistance, and research. Whether the NCSP enters a collaborative project as the team leader or a team member, its commitment to the project’s mission, scope, timeframe, and budget will help ensure the success of the project. Since 2007, the NCSP has partnered with private-sector organizations, not-for-profit agencies, higher education institutions, and government at the local, state, and federal levels.
The NCSP has joined into a strong collaborative relationship with the New York State Division of Homeland Security and Emergency Services (DHSES) and its State Preparedness Training Center (SPTC) located in Oriskany, NY, and it has formed a relationship with the Applied Science Center for Homeland Security (ASCHS) on Long Island. These relationships add to the capabilities of the NCSP on both state and national levels. The SPTC is currently being renovated in response to a strategic plan crafted by DHSES and a broad coalition of state and local partners to evolve the SPTC into a facility that can support high-performance and functionally integrated training in realistic simulation environments, including a comprehensive cityscape urban environment; a large, sophisticated emergency vehicles operations training environment; and a live-fire weapons training area that will include a shoot-house, various ranges, and a sniper range. The ASCHS provides high-tech and secure training environments ideally suited for intelligence and command-level training. Moreover, their expertise and capabilities significantly add to those of the NCSP in terms of high-tech simulations, distance learning, artificial intelligence, and sensing and detecting, among others. Their blend of science, research, and higher education support adds enormous capabilities to the NCSP and its mission.
In a practical sense, the NCSP anticipates maintaining its administrative offices at the University at Albany State University of New York and the Rockefeller College of Public Affairs and Policy in Albany, NY, while locating logistical support operations at the SPTC in Oriskany and curriculum development and distance learning operations at the ASCHS on Long Island. Upon securing congressional authorization and appropriation as a member of the National Domestic Preparedness Consortium, the NCSP will be able to offer high-performance, scenario-based training to functionally integrated audiences on a residential basis at the SPTC. It will concurrently be able to offer intelligence and related training on a residential basis at the ASCHS, while also supporting a robust mobile training program facilitating course deliveries across the nation in support of DHS. Finally, this will enable the NCSP to develop and deliver high-level interactive simulations and distance learning programs through the ASCHS.
