About Us

The National Center for Security & Preparedness (NCSP) is organized to maximize efficiencies in terms of infra-structure and operational systems, enabling greater focus on its mission and various projects. The intent is to make use of services and resources available within the greater Rockefeller College organization to the extent possible thereby minimizing the need for duplicative staffing and systems.

The NCSP is based at one of the Rockefeller College's facilities, located at 423 State in Albany, NY. The NCSP is conveniently located with regard to the University at Albany's main campus, its downtown and east campuses, and to the State office campus. The NCSP functionally operates within a virtual environment enabling maximal flexibility and access to subject matter experts and staff, from across UAlbany, SUNY, and the nation.

The majority of the activities undertaken by the NCSP will be characterized by projects, with each one organized by purpose, timeline, statement-of-work, and budgetary account. The NCSP engages in multiple projects, operating concurrently, with each comprised of one or more teams. The projects undertaken by the NCSP can also be characterized by "type." Project "types" include development, delivery, technical assistance, research, staff development, and internal administrative activities as necessary.

Arguably the most important asset of the NCSP is its Panel of Experts. The panel is comprised of subject matter experts (SMEs) that have been invited to affiliate with the NCSP. The depth and breadth of the panel is significant and is continually being enhanced. Each individual affiliated with the NCSP has completed the requisite application process and has undergone such scrutiny and background checks as necessary to support the designation as "expert." SMEs affiliate without pay but may be compensated for specific tasks as they may be assigned. Experts are characterized by not only the level of education or training they have accumulated but more importantly by the experiences they have gained over the years of their professional service. SMEs can be classified according to various professional duties/jobs/positions for which they have experience and for those significant events/incidents of which they have had first-hand experience.
