CIEPP supports advanced level studies of highly qualified students within the Department of Educational Administration and Policy Studies’ highly-regarded doctoral and master’s degree programs.  Information on admissions requirements and application formalities are provided by the Department of Educational Administration and Policy Studies (EAPS) and Graduate Admissions at the University at Albany.  

EAPS welcomes applications from highly qualified individuals seeking doctoral or master’s degrees.  Highly competitive applicants for doctoral studies will  have a strong academic record, usually with a master’s degree in education, public policy, business, or relevant social science disciplines.  EAPS and CIEPP have limited funds available for assistantships.  Assistantships are offered to those judged most highly qualified, almost always at doctoral level.  Depending on resources, CIEPP will provide complementary support for admitted international students coming with partial funding through competitive sponsored programs (eg. Fulbright).

CIEPP and EAPS also welcome international visiting students interested in advanced graduate study in the field.  Usually supported by home country governments, through bilateral aid, or third-party sponsorship, such students most often follow coursework and participate in the full range of CIEPPs learning activities.  Inquiries may be directed to CIEPP, via EAPS [Phone contact:  (518) 442-5080, Carm Colfer]



Students pursue studies in regular degree programs, leading to the Ph.D. or Master’s in Educational Administration and Policy Studies.  Within the degree program, students focus on areas of interest in a concentration, school administration, higher education administration, or policy.  Individual courses allow opportunities for in-depth study (through, e.g., course papers) of problems and issues in comparative and international education policy.

Course offerings designed particularly for CIEPP students and others with an interest in global education policy include:

  • Comparative Education (regular course)
  • Education and Social Change in Developing Nations (regular course).
  • Comparing Education in China and the U.S. (offered as a special one-time research seminar, in co-operation with Peking University).
  • Economics of Higher Education (offered as a special research one-time research seminar, taught by Visiting Scholar Pedro Teixera, University of Porto).
  • Comparative Higher Education Policy (offered as a special one-time research seminar, taught by Snejana Slantcheva, Open Society Institute)
  • Privatization:  Higher Education and Beyond (offered as a special one-time research seminar, with an explicit global focus)



In addition to regular courses, CIEPP supports a continuing Workshop in Comparative and International Education Policy. 

A special, two-day  workshop on “Comparative and International Higher Education Policy:  Issues and Analysis” was convened by CIEPP students in March 2006.  In all, some 25 students and faculty, including advanced graduate students from the Univesity at Buffalo’s International and Comparative Higher Education Finance and Accessibility Project, took part.  Working across the varied presentations, workshop participants moved beyond description to the identification of cross-cutting forces, developments, and trends.  Three main conclusions emerged:  (i) the new dynamic, everywhere, is growth and access, with policy shifts that seek to strengthen demand and/or promote supply responses (as reflected in presentations that examined cost-sharing, labor market equity, new institutions);  (ii) policies continue to evolve, such that initial approaches are being re-visited (drawing from presentations on means testing and loans, new forms of privatization within public education, new classification systems to recognize new diversity, quality criteria driven by demand, and “market-based” policy approaches);  and (iii)  context matters greatly (as reflected in presentations concerned with the conception of equity issues, relevance of means testing).
