Public Forums to Present Condition Reports
Each year the NYS Board of Regents and the Consortium hold a joint public forum to present drafts of the Consortium's most recent research on the Condition of New York Schools. The report authors and presenters are nationally recognized experts on education issues and their reports contain the most up-to-date and well-informed education policy research available. Education experts provide formal comments on the reports and members of the audience are encouraged to ask questions, discuss the implications of the research findings and suggest avenues for further research. The researchers modify their reports using the feedback before the reports are finalized and published.

About seventy education professionals attended the September 26, 2003 public forum to present drafts of two Condition Reports on New York State Public Schools. Attendees included representatives from the Business Council of NYS, Foundation for Education Reform and Accountability (FERA), NYS Assembly, NYS Council of School Superintendents (NYSCOSS), NYS Education Department, NYS Higher Education Services Corp., NYS Senate, NYS School Business Association (NYSSBA), New York State United Teachers (NYSUT), and United Federation of Teachers (UFT). School districts were well-represented and included Binghamton City School District, Brunswick CSD, Catskill Central Schools, Chenango Forks CSD, City School District of Albany, East Greenbush Schools, Minisink Valley CSD, Questar III BOCES, Rockland BOCES and Schenectady City School District. Thank you to the researchers for presenting their studies and the audience for their stimulating questions and insightful comments.

Attendees included representatives from the Business Council of NYS, the Conference of Big 5 School Districts, Council of Catholic School Superintendents, the Executive Chamber, Foundation for Education Reform and Accountability, League of Women Voters of NYC, NEA of NY, NYS AFL-CIO, NYS Assembly, NYS Association of School Business Officials (NYSASBO), NYS Council of School Superintendents (NYSCOSS), NYS Division of the Budget, NYS Education Department, NYS Office of the State Comptroller, NYS School Business Association (NYSSBA), NYS Senate, NYSUT, and SUNY System Administration. School districts represented included Eastern Suffolk BOCES, East Greenbush CSD, Madison-Oneida BOCES, Miller Place UFSD, Oneida City SD, and Wayrick. Also attending: researchers from Columbia University Teachers’ College, Cornell University, New York University, RPI, Syracuse University and the Universities at Albany and Buffalo.

Approximately 70 education professionals attended the May 15, 2002 joint NYS Board of Regents/EFRC Public Forum to present drafts of Two Condition Reports on New York State public schools. Attendees included representatives from various education groups around the state, including the NYS Education Department, NYS Division of the Budget, NYS Assembly, NYS Council of School Superintendents (NYSCOSS), NYS School Business Association (NYSSBA), NYS Association of School Business Officials (NYSASBO), Conference of Big 5 School Districts, National Education Association of NY, Rockefeller Institute of Government, Rural Schools Program, NYS United Teachers (NYSUT), NYS AFL-CIO, the Business Council of NYS, SUNY System Administration, as well as several education reporters. Also attending were administrators and staff from school districts and BOCES across New York, including Broome-Tioga BOCES, Cattaraugus-Allegany BOCES, Hewlett-Woodmere UFSD, Horseheads Central, Miller Place UFSD, North Colonie CSD, Saugerties Central Schools and Tioga Central School.After the authors presented their findings, a representative from NYS public schools offered oral comments, followed by a moderated question and answer discussion with the audience.

Symposia
Every few years, the Board of Regents and the Consortium governors choose a symposium topic and assemble a panel of education experts from around the country. Each panel member analyzes an area of the chosen topic in depth, examines its relevance to New York State education policy, and prepares a paper on their analysis. The papers are then presented and discussed at a public symposium.
