Mr. Worona holds a juris doctorate degree from Albany Law School of Union University, Albany, New York and a bachelors of arts in history from the State University of New York at Binghamton. He has served as an adjunct associate professor in the Department of EAPS since 1988. He is a frequent lecturer throughout the state and nation on education law and labor law issues. Mr. Worona is general counsel to the New York State School Boards Association. He has served in this capacity since 1990. Mr. Worona is responsible for representing the New York State School Boards Association and its membership of approximately 750 school districts in both direct and amicus-curiae (friend-of-the Court) litigation of wide-ranging legal topics such as tenure and seniority rights of school employees special education, the constitutional separation of church and state as it applies to the operation of public schools and the legal authority of school boards. Mr. Worona successfully served a s counsel of record for the respondents in the case entitled Board of the Kiryas Joel Village School District v. Grumet decided by the United States Supreme Court on June 27, 1994 and counsel for the Watervliet City School District before the United States Supreme Court in the case entitled Russman v. Watervliet. Prior to joining the Association, Mr. Worona served as an associate in a general practice law firm in Schenectady, New York.
