PROPHE Summary (by Prachayani Praphamontripong) The German and Taiwanese governments have signed an agreement
on academic exchanges. Cooperation will involve exchanges between students,
faculty, and researchers; academic credit transfer; admissions standards;
recognition of degrees obtained and courses completed; language competency;
and internship. From such academic exchanges, both countries further expect
more exchanges in culture and trade in the near future. From the Taiwanese
end, the agreement involves associations of both private and public universities
and colleges.
For the full story, see Taipei Times, March 18, 2005. "Germany
signs academic pact," by Cody Yiu. PROPHE Observation (by Daniel C. Levy) For those interested in private higher education, the Taiwan-Germany
agreement is noteworthy for its inclusion of both private and public institutions.
This underscores that many contemporary higher education initiatives may
be "blind" as far as private-public and that internationalization
is often a force for opportunity, growth, and legitimacy for private higher
education.
