Controversy over Report's Recommendations
on Private and Public Higher Education

PROPHE Summary:

Malaysia has released the Zahid Report with over 100 recommendations for its higher education system, proposing a new direction for Malaysian higher education to become a top-quality degree provider. Crisp measures are indicated for public universities to more autonomously pursue world-class status whereas a moratorium on establishing a private institution is suggested due to skepticism about low academic quality, unfulfilling missions, diversifying private providers, and a mushrooming expansion of small private colleges. Nonetheless, some experts advocate equal priority, direction, and moratoria for both private and public institutions, arguing that the report centers too much on the public side.

PROPHE Observation:
Several recent Malaysian articles PROPHE News Features have reported on government's increasing scrutiny over private higher education and this article shows explicitly conflicting views of private and public institutions. It is of course typical that states prioritize public universities and much is heard these days about aspiration to world-class academic status for their institutions. Examples along the line of Malaysia include China and Germany. Private institutions, on the other hand, are rarely looked to in the world-class context. Sometimes they are more autonomous of the state but sometimes subject to stricter state control and regulations. A recommendation on a moratorium of private institutions is in fact extreme-though not without precedent.
