Kuwaiti Government Encourages Partnership in Private Higher Education

PROPHE Summary (by Prachayani Praphamontripong):
The Kuwaiti government has facilitated private growth in higher education, allowing more establishments of private institutions affiliated with foreign universities. Countries such as the U.S., Canada, and India are among those setting up branches in Kuwait.

For the full story, see Gulf News, May 30, 2005, "Students to have access to more private varsities," by Ali Taqi.

PROPHE Observation (by Daniel C. Levy):
The dual approval by the association of private colleges and the government for the opening of foreign institutions in Kuwait is further evidence of a facilitative environment for private higher education in the Gulf. Both private growth and international penetration are often sensitive issues in developing countries. The foreign penetration need not be private but it often is.
