PROPHE Summary: To date India has no official private universities, instead working with a circuitous “deemed to be university” policy that allows institutions to function as universities. Now, however, statements indicate openness to permitting private universities per se. A proposal to allow private universities was made in 1995 but has languished. They fit with indications of trimming inhibiting regulations and a general move to the marketplace in higher education. [see News Item 12 of India "National Elections Spur Higher Education Marketization http://www.albany.edu/dept/eaps/prophe/publication/News/SummaryIndia12.html] Allowing private universities per se would likely elevate the legitimacy of the private sector, traditionally subject to heated debate in India. Presently there are over 60 deemed universities and, overall, the private sector holds roughly 30% of the country’s higher education.
