National Elections Spur Higher Education Marketization

India’s new minister of higher education is strongly pledges major changes in the governance of the country’s higher education. The prior minister is under attack for blocking reform and sustaining an overly controlling government.

PROPHE Observation:

The unfolding realities follow fast upon the decisive victory of India’s Congress Party in recent national elections. It is not so much that the party won but how overwhelmingly, freeing it from the need to compromise with other parties. The Congress Party’s leader is clearly committed to market reforms. Although private higher education is not specifically mentioned in this piece, the ministerial change augurs well for that sector. One of its major complaints has long been that government controls it too much. Parallel points apply to foreign providers. Clearly, the dominant principles now are to be the market, competition, and only restricted regulation. India’s private higher education sector accounts for roughly 30 percent of enrollment and a total private enrollment that is one of the highest in the world.
