PROPHE Summary (by Prachayani Praphamontripong): Complaints about instructors' quality made against Ontario's private career colleges have been included for the review of the Private Career Colleges Act. The new regulations focus on accountability and student protection. Not only do private career colleges produce underperforming graduates for Ontario industry in comparison to the public ones, but their average employment rate is also lower than public institutions', as is their standard of student protection. Additionally, even though many of the 500 registered private colleges receive public funding through student loan programs, a risk of bankruptcy and closure exists as they are private enterprises. For the full story, see The Toronto Sun, March 14, 2005. "School of Hard Knocks; Heat is on Private Colleges," by Brodie Fenlon. PROPHE Observation (by Daniel C. Levy): Private enrollment often concentrates in career colleges. As in
Canada, such colleges may be denounced or scrutinized for low quality.
The most common counter-arguments are that they are truly job oriented
and may also receive a student body less privileged and prepared than
that in public institutions. The province of Ontario has had private career
colleges for over a hundred years and, presently, these roughly 500 colleges
enroll about 38,000 students in registered programs. For more on such
colleges, see [http://www.cicic.ca/postsec/volume2/description.en.asp?code=ON]
