PROPHE Summary: The British government has urged its universities to emulate the American
model of fundraising and private donations from alumni and philanthropists.
The government has increased its funding for the first time for a set-up
of development offices in 27 new and small universities for a fundraising
campaign. In addition, the government hopes that more private donations
would be stimulated through its given new funding.

PROPHE Observation: England is among countries seeking to establish significant fundraising
by liberalizing its policy. Marketization and privatization have tremendously
influenced higher education systems worldwide, and the British case,
once reserved for largely state funding, is showing its change.
