The Welch National Assembly has decided to allow private institutions
to apply for university accreditation and to permit national colleges
and "teaching-only" universities to apply for authority to grant
university titles. Private institutions will be subjected to regular quality
reviews whereas public universities will continue with permanent authority,
once granted. Critics argue that even though the claimed purpose of the
reform is to promote Wales as a "learning country," it could
encourage private universities and lead to lowered quality.

Tryst Williams. PROPHE Observation (by Daniel C. Levy): Wales joins a global tendency to liberalize the rules for opening
private higher education institutions. Western Europe has been a reluctant
region in this respect but it is changing. Significantly, much of the
world's private higher education concentrates in non-university sub-sectors
but the Welch and other reforms facilitate the possibilities of private
university functioning. As is the case elsewhere, the Welch steps are
highly controversial.
