PROPHE Summary (by Prachayani Praphamontripong): Carnegie Mellon University and the Australian government
have agreed to offer graduate degrees in Adelaide, southern Australia.
The degrees would be both Australian and U.S. The programs, in technology-related
and business fields, are geared for Australian students and those from
neighboring countries, which aim to transform Adelaide to a global education
center. Public loans would be available for Australian students accepted
to private universities. The proposal must be considered by Parliament.

to get US funded university". PROPHE Observation (by Daniel C. Levy): Collaboration between a private U.S. university and a foreign government
is noteworthy but has recent precedent elsewhere. Particularly interesting
from the point of view of public policy and changing private-public dynamics
is the plan to give public loans to private students. A longstanding feature
of the U.S. system and now being introduced in the UK (see the News Feature
of Jan. 2005), such policy changes have potential to increase private
enrollments in developed countries where they have been limited and also
to increase the chances for elite private universities, still rare outside
the U.S.
